We have run the transactions in the following order

and when we attempt to generate a particular file (for example "WERKS") the system short dumps.

Yes, this is a problem in the SAP program SAPLSHL2 with kernel release 6.20. There are some additional checks active that make sense for unicode systems only.

To avoid the error, please change the program attributes of the program SAPLSHL2 with transaction SE38, "Program attributes":

  "No unicode checks active"
  (SE38, program attributes)

Do not forget to generate the program later  in SE38.

We will also contact SAP to get an official correction in a future SAP patch.
